The results of the European statistics on Budgetary Public Appropriations for R&D or GBARD, which aims to measure public R&D funding, following the Eurostat Methodology, are represented. R&D funding is disaggregated by government and classified by socio-economic objectives (NABS).
It should be noted that only R&D appropriations are included, so that appropriations for innovation are excluded. It also excludes staff and other current expenditure of public funding agents, as well as financial expenditure. On the other hand, it includes the estimated R&D expenditure of the General University Funds (FGU) at the level of the Autonomous Regions. For more details see the OECD Frascati Manual recommendations.
