The ministerial order aims to develop a simplified and streamlined procedure through which high-intensity SMEs investing in R&D&I can request the postponement or fractionation with a guarantee exemption of the payment of the loan quotas corresponding to certain calls for aid from the state programs of research, development and innovation oriented to the challenges of society and to promote scientific-technical research and its transfer.

The aforementioned postponement or fractionation procedure provides for the issuance of a certificate by the Ministry of Science, Innovation and Universities that identifies the companies and debts that fall within the scope of the order. In this way, the legal certainty and transparency of the procedure is increased by providing the competent body for the resolution of the granting of postponements or splits, provided for in article 45.3 of Royal Decree 939/2005, of 29 July, which approves the General Regulation, of Collection, clear and objective criteria to assess the requests received for this purpose.
