In order to promote scientific cooperation with other administrations, the national government participates in numerous consortiums that carry out R&D&I activities in important scientific fields. These consortiums are created by agreement, subject to prior authorisation by law.
There are various public institutions that act as implementing agents of the Spanish Science, Technology and Innovation System. The Science, Technology and Innovation Act lays down general provisions for this wide range of players and always guarantees the principle of neutrality, whereby no player should be privileged because of its affiliation or legal nature.
