The Ministry of Science, Innovation and Universities's consortia and foundations act as implementing agents in the Spanish Science, Technology and Innovation System. For this extensive group of agents, the Science, Technology and Innovation Act establishes general provisions and in all circumstances guarantees the principle of neutrality under which no agent may be privileged as a result of their legal nature or affiliation.

Consortia

Consortia are public-sector bodies, with their own and distinct legal personality, created by different Public Administrations or entities that are part of the public sector, among themselves or with the participation of private companies, to carry out activities of common interest to all of them within their remits.

Consortia can carry out activities to promote, provide or manage public services and any other services provided for in the law. In this regard, and in order to promote scientific cooperation with other administrations, the State Administration participates in numerous consortia that carry out R&D&I activities in outstanding scientific areas. These consortia are created by agreement, after having been authorised by law. In addition, the establishment agreement requires prior authorisation from the Council of Ministers.

Consortia and foundations affiliated with the ISCIII

The public consortia CIBER and CIBERNED, and the foundations CNIO, CNIC and FCIEN are affiliated through the Instituto de Salud Carlos III (ISCIII)

Basic and clinical researchers at CIBER work to make it easier for laboratory research to reach patients quickly and safely, while transferring their research results to industry and society. CIBERNED promotes research into neurodegenerative diseases.

The CNIO Foundation promotes cancer research and the promotion of its scientific and health advances. CNIC is a research centre of excellence dedicated to understanding the fundamental foundations of cardiovascular health and disease. FCIEN supports and promotes research in all fields of basic, clinical and epidemiological neurology.
