Royal Decree 202/2021, of 30 March, on the basic organizational structure of the Ministry of Science, Innovation and Universities and replacing Royal Decree 404/2020, establishes in its article 5.3, f) the creation of the Sub-Directorate General of European Funds for Research and Innovation of the Department (SGFEII), dependent on the Sub-Secretariat, to which the coordination functions of the bodies with financial path of the Ministry of Science, Innovation and Universities and their public agencies correspond, for the management of Plans and Programs financed by European Union funds in the scope of this Ministry.

The Director General of Community Funds, by written agreement of July 12, 2022, designated as Intermediate Body (OI) of the European Regional Development Fund (ERDF) the Under-Secretariat for Science and Innovation (SCI) of the Ministry of Science, Innovation and Universities for the management of the funds framed in the Multiregional Operational Program of Spain (POPE) ERDF 2014-2020.

The objective of this operational program is to contribute to the improvement and recovery of the competitiveness of the Spanish economy, through the promotion of a smarter growth model, supported by research, innovation and ICT, with special attention to the needs and potential of SMEs.

Information is presented on the actions promoted by the OI-SCI co-financed by the ERDF, through the POPE ERDF 2014-2020.

Programming

The Member States draw up the multi-regional ERDF Operational Programmes, which contribute to the implementation of the Union strategy for smart, sustainable and inclusive growth and the achievement of economic, social and territorial cohesion.

The last Multiregional Operational Programme in Spain approved in the field of ERDF is the Multiregional Operational Programme of Spain (POPE) 2014-2020.

Management and monitoring

This section includes the different lines of action that are financed within the scope of each specific objective, the bodies that manage them and the national and Community implementing regulations.

A specific section dedicated to the fight against fraud is also included.

Evaluation

Evaluations of each operational programme shall be carried out during the programming period, in particular to assess its effectiveness, efficiency and impact.

Communication

It is important to make the achievements of European Union funds known to the general public, as well as to raise awareness of the objectives of cohesion policy.

Agency with financial path SGFI

The General Secretariat for Innovation, through the Sub-Directorate General for the Promotion of Innovation (SGFI), and under the Line for the Promotion of Innovation from Demand (FID Line), carries out the selection, evaluation and formalization, for the purpose of ERDF cofinancing, of Public Purchase of Innovation (CPI) operations. It also carries out the technical monitoring of co-financed operations.

Body with DGPI financial path

The Directorate-General for Innovation Planning (DGPI) manages operations co-financed with ERDF through the Sub-Directorate-General for Large Scientific and Technical Installations (SGGICT) and the Sub-Directorate-General for the Internationalisation of Science and Innovation (SGINCI).

The SGGICT carries out the selection and technical scientific monitoring of the operations corresponding to the actions of Singular Scientific and Technical Infrastructures, Large International Scientific and Technological Infrastructures (ESFRI) and Scientific and Technological Infrastructures of the CSIC; while the SGINCI carries out the selection and technical scientific monitoring of the operations corresponding to the actions LifeWatch ERIC “, based in Spain.
