The Director General of Community Funds, by written agreement of 17 April 2017, designated the Secretariat of State for Research, Development and Innovation (SEIDI) of the then Ministry of Economy, Industry and Competitiveness as the Intermediate Body (IO) of the European Regional Development Fund (ERDF).

Royal Decrees 2/2020 and 404/2020 establish that the General Secretariat for Innovation (SGINN) of the Ministry of Science and Innovation will be responsible for coordinating the bodies funded by the General Secretariat for Research and the General Secretariat for Innovation in managing Operational Programmes co-financed by European Union funds.

In the 2014-2020 programme, the aim of the Community Funds was to promote competitiveness and convergence by targeting spending on research and innovation, support for SMEs, quality education and training, promoting quality in employment and social cohesion, and transition to a resource-efficient low-carbon economy.

This section gives information on the actions promoted by the Intermediate Body, the General Secretariat for Innovation, co-financed by the ERDF, through the Spanish Multi-regional Operational Programme (POPE) ERDF 2014-2020.

The objective of this operational programme is to contribute to the improvement and recovery of Spain’s economic competitiveness by promoting a smarter growth model, supported by research, innovation and ICTs, with special attention paid to the needs and potential of SMEs.

Management and monitoring

This section lists the different lines of action funded under each specific objective and the bodies that manage them.

Evaluation

Evaluations of each operational programme shall be carried out during the programming period, in particular to assess their effectiveness, efficiency and impact.

Communication

It is important to make the general public aware of the achievements of EU funds, as well as to raise awareness of cohesion policy objectives.

Body funded by SGFI

The General Secretariat for Innovation, through the General Subdirectorate for the Promotion of Innovation (SGFI), and under the umbrella of the Promotion of Innovation from Demand Line ("FID Line"), carries out the selection, evaluation and formalisation of Public Procurement of Innovation (PPI) operations for the purposes of ERDF co-financing. It also carries out the technical monitoring of co-financed operations.

Body funded by DGPI

The Directorate-General for Innovation Planning (DGPI) manages operations co-financed by the ERDF through the Subdirectorate-General for Large Scientific and Technical Facilities (SGGICT) and the Subdirectorate-General for the Internationalisation of Science and Innovation (SGINCI).

The SGGICT carries out the selection and technical scientific monitoring of the operations corresponding to Large International Scientific and Technological Infrastructures and Unique Scientific and Technical Infrastructures (ESFRI/ICTS) actions, while the SGINCI carries out the selection and technical scientific monitoring of the operations corresponding to the actions of LifeWatch ERIC – "European E-Science Research Infrastructure for Biodiversity and Ecosystem Research” – based in Spain.

Payments of reimbursable ERDF advances are also made by the Subdirectorate-General for Economic Management (SGGE).
