Royal Decree 202/2021 of 30 March on the basic organisational structure of the Ministry of Science, Innovation and Universities, replacing Royal Decree 404/2020, establishes in Article 5.3, f) the creation of the Department's Sub-Directorate General for European Funds for Research and Innovation (SGFEII), which reports to the Sub-Secretariat, and which is responsible for coordinating the functions of the bodies with a financial track of the Ministry of Science, Innovation and Universities and its public bodies, to manage the Plans and Programmes funded by European Union funds in the field of the Ministry's remits.

The Director General of EU Funds, by written agreement of 12 July 2022, appointed as the European Regional Development Fund (ERDF) Intermediary Body (IB) the Sub-Secretariat of Science and Innovation (SCI) of the Ministry of Science, Innovation and Universities to manage the funds included in the ERDF Spain Multi-Regional Operational Programme (SMOP) 2014-2020.

The aim of this operational programme is to contribute to improving and recovering the competitiveness of the Spanish economy through the promotion of a more intelligent growth model, supported by research, innovation and ICT, with particular attention to the needs and potential of SMEs.

Information on the actions promoted by the IB-SCI co-funded by the ERDF is presented through the 2014-2020 FEDER.

Programming

Member States prepare the multi-regional ERDF Operational Programmes, which contribute to the application of the EU's strategy for intelligent, sustainable and inclusive growth and the achievement of economic, social and territorial cohesion.

The last Multi-Regional Operational Programmes in Spain approved in the field of the ERDF is the Spain Multi-Regional Operational Programme (SMOP) 2014-2020.

Management and monitoring

This section includes the different lines of action that are funded in the field of each specific objective, the bodies that manage them and the national and EU regulations applicable.

It also includes a specific section dedicated to the fight against fraud.

Evaluation

During the programming period, evaluations of each operational programme will be carried out, particularly to estimate their effectiveness, efficiency and impact.

Communication

It is important to make the public aware of what European Union funds have achieved, as well as to raise awareness of the objectives of the cohesion policy.

Body with a financial track SGFI

The General Secretariat for Innovation, through the Sub-Directorate General for Innovation Promotion (SGFI), and under the Developing Innovation from Demand Line (FID Line), selects, evaluates and formalises, for the purposes of ERDF co-funding, Innovation Public Procurement (CPI) operations. It also monitors the co-funded transactions technically.

Body with financial track DGPI

The Directorate General of Innovation Planning (DGPI) manages operations co-funded with the ERDF through the Sub-Directorate General of Large Scientific and Technical Facilities (SGGICT) and the Sub-Directorate General for the Internationalisation of Science and Innovation (SGINCI).

The SGGICT carries out the scientific and technical selection and monitoring of the operations corresponding to the activities of Unique Scientific and Technical Infrastructure, Large International Scientific and Technological Infrastructure (ESFRI) and the CSIC's Scientific and Technological Infrastructure; whereas the SGINCI carries out the scientific and technical selection and monitoring of the operations corresponding to LifeWatch ERIC activities based in Spain.
