State Plan for Scientific and Technical Research and Innovation (PEICTI)

The multi-year Spanish Strategy for Science, Technology and Innovation (EECTI) has been developed within the scope of the General State Administration through the State Plan for Scientific and Technical Research and Innovation (PEICTI), establishing scientific-technical and social priorities.

The State Plan for 2024-2027 defines 19 specific objectives with a matrix structure in which 12 objectives are pursued through vertical programmes and 7 are pursued through cross-cutting programmes and framework conditions, which operate transversally throughout the PEICTI.

Annual Action Programmes (PAA)

The Annual Action Programme (PAA) is the operational planning tool that includes all the budgetary resources and the planned schedule for R&D&I funding in Spain.

Each year, an action programme is drawn up in which all the aid provided by the different R&D&I agents is integrated in the scope of the State Administration to achieve the objectives defined in the State Plan for Scientific and Technical Research and Innovation (PEICTI) in force. These specific programmes are developed by the funding agents affiliated with the Ministry of Science and Innovation and the units of the sectoral ministries involved.

Plans to promote science and innovation

As part of its ongoing work to promote and boost science and innovation, the Ministry of Science and Innovation develops specific improvement plans. These plans include the Science and Innovation Choque Plan, which aims to help science and innovation lead the solutions to the COVID-19 crisis; as well as the Plan for Attracting and Retaining Scientific and Innovation Talent in Spain, which has the primary purpose of retaining, recovering and attracting scientific and innovation talent to Spain.

Horizon Europe

The Incentive Plan, drawn up as part of the Spanish participation in the Horizon Europe programme, the European Union's Framework Programme for Research and Innovation, aims to promote Spanish participation and leadership in European R&D&I programmes, optimising the use of available resources, in line with our country's priorities, strengths and interests.

Strategic Grants Plan (PES)

In accordance with the provisions of Article 8 of Act 38/2003 of 17 November on Grants, the Strategic Grants Plan is the plan in which Public Administration bodies or any entities proposing the establishment of grants specify the objectives and effects that are intended, the time needed to achieve them, the foreseeable costs and their sources of funding, in all cases subject to compliance with budgetary stability objectives.
