El impulso de la igualdad de género en el sistema de ciencia e innovación además de ser un principio básico del derecho es garantía de excelencia en la I+D+I, y ha de contribuir a:

  • Achieve real and effective equality between women and men in all fields and levels of science, technology and innovation; harnessing and retaining talent, leaving no one behind.
  • Integrar la dimensión de género en las políticas, programas y proyectos de I+D+I.

Its achievement must be achieved through the design and monitoring of specific equality policies in R+D+I and also through the integration of equality and gender mainstreaming in sectoral science and innovation policies.

All this is done through the Equality Unit, the Women and Science Unit and the Women, Science and Innovation Observatory, bodies located in the Minister’s Office in the current ministerial structure, fruit of the Ministry’s commitment to gender equality in the science, technology and innovation system.

Equality in figures

Spanish science still does not enjoy full equality in the participation of women and men in the R+D+I system.

The data available at a general level in Spain show inequality of women with respect to men in different dimensions such as: horizontal and vertical segregation; the wage gap; interruptions and obstacles in their professional career; their underrepresentation in managerial or decision-making positions; or their predominance in part-time jobs. All these areas and others specific to the field of science and innovation, are areas of action for full gender equality in R+D+I.

For its approach, it is essential to have an adequate statistical system and indicators. Having detailed diagnostic data is key to promoting and monitoring equality policies between women and men in R&D&I and also at the level of the ministerial department.

Policies of equality

The promotion and monitoring of equality policies, measures and actions in R+D+I and in the ministerial department are carried out through the Equality Unit, the Women and Science Unit and the Women, Science and Innovation Observatory.

In addition, in the various public research and funding agencies attached or attached to the Ministry, there are technical equality units or groups for the promotion and monitoring of equality plans and measures within their respective agencies.

Legal and technical structures are essential for equality policies to meet criteria of quality and professionalism, for there to be a follow-up of their actions and for them to be sustainable in the medium and long term.

Hallmark of equality in R+D+I

The label “Gender equality in R&D&I” is a mark of excellence that recognizes the entities that stand out in the development of policies of Equality between women and men in their work through the implementation of plans of equality and integration of the gender dimension in their programs and projects.

The granting of this distinction is implemented through annual calls in which any public or private entity can participate, which stands out, in an integral way in the application and results of the measures of equality of women and men developed in its organization in terms of: working conditions, models of organization in other areas, existence of protocols and positive actions in the field of equality and integration of the gender perspective in its projects, etc.

Disclosure

Through this section, the participation of women in all areas of R+D+I is valued, granting the recognition that its research and innovative work deserves, thus promoting the dissemination of the contributions of women scientists in the Spanish R+D+I system and supporting the dissemination of publications, exhibitions and didactic materials that help and reduce the traditional invisibility of women in science, technology and innovation.

The priority areas of action are:

The promotion and integration of gender equality in all areas of R&D&I at both international and European Union level is also a priority.
