Spanish System of Science, Technology and Innovation

As defined in Law 14/2011 on Science, Technology and Innovation, the Spanish System of Science, Technology and Innovation (SECTI) is composed of all public and private agents of coordination, financing and execution and their relations, structures, measures and actions for the promotion, development and support of R+D+I policy in Spain.

The SECTI is governed by the principles of quality, coordination, cooperation, effectiveness, efficiency, competence, transparency, internationalization, evaluation of results, equal opportunities and accountability.

Spanish University System

The Spanish university system is a fundamental part of the educational system of the country and is characterized by its diversity and the quality of its academic institutions. It is regulated by Organic Law 2/2023, of March 22, of the University System.

It is a dynamic and adaptive system, constantly seeking to improve the quality of education and research, as well as to promote the integration and mobility of students within the framework of the European Higher Education Area.

Spanish universities play a crucial role in research and innovation, frequently collaborating with national and international research centres and companies.

Governance in EU R&D&I policies

The European Union’s research and innovation policies and programmes are designed by the European Commission (EC), together with the Member States, and advised by the European Research Area Committee (ERA).

The EU also has the European Strategic Forum on Research Infrastructures (ESFRI) for the development of research policies.
