The reform of the Law contains a series of measures to promote co-governance between administrations, so that research and innovative talent can be developed from any corner of the country:
- It defines for the first time the Map of Singular Scientific and Technical Infrastructures (ICTS) in which both the Government and the other administrations participating in its ownership can invest.
- It creates a new form of general coordination of scientific and technical research: the Complementary Plans between the state and the autonomous communities. These are eight research programs in eight strategic areas that will mobilize 445 million euros until 2025, of which the Ministry of Science, Innovation and Universities will contribute 285 M €. The objective of these complementary plans is to promote science and innovation as levers of transformation throughout the Spanish territory.
- Specifies the scope of competence of the Research Ethics Committee, including scientific integrity and responsible research. The Committee also becomes a collegiate body.
