The Council for Scientific, Technological and Innovation Policy is the body of general coordination between the General Administration of the State and the autonomous communities in the field of R+D+I.
In accordance with the provisions of article 8 of Law 14/2011, of 1 June, the main functions of the Council include the following:
- Elaborate, in collaboration with the Ministry of Science, Innovation and Universities, and inform the proposals of the Spanish Strategy of Science and Technology and Innovation (EECTI), and establish the mechanisms for the evaluation of its development.
- Know the State Plan for Scientific and Technical Research and Innovation and the corresponding plans of the CC.AA. to develop the EECTI and ensure the most efficient use of available resources and means.
- Approve the criteria for the exchange of information between the AGE and the CC.AA. within the framework of the Information System on Science, Technology and Innovation (SICTI), always respecting the competence of the different Administrations and the regulations on confidentiality and privacy of information
- Promote joint actions between CC.AA. or between them and the AGE, for the development and execution of R+D+I programs and projects.
- To propose, for study by the managing authority, the general principles of programming and territorial distribution of non-competitive R&D&I aid financed with European Union funds.
- Issue the reports and opinions requested by the Government or by the CC.AA.
