The Council for Scientific, Technology and Innovation Policy is the general coordinating body between the General State Administration and the autonomous communities in the field of R&D&I.
Pursuant to the provisions of Article 8 of Law 14/2011, of 1 June, the Council's main functions include the following:
- Prepare, in collaboration with the Ministry of Science, Innovation and Universities, and report on the proposals for the Spanish Strategy for Science and Technology and Innovation (EECTI), and establish the mechanisms for evaluating their development.
- Learn about the State Plan for Scientific and Technical Research and Innovation and the corresponding plans of the Autonomous Communities for the development of the EECTI and ensure the most efficient use of available resources and means.
- Approve the criteria for the exchange of information between the AGE and the Autonomous Communities within the framework of the Information System on Science, Technology and Innovation (SICTI), always respecting the powers of the different Administrations and the regulations on confidentiality and privacy of information.
- Promote joint actions between Autonomous Communities or between them and the AGE, for the development and implementation of R&D&I programmes and projects.
- To propose to the managing authority for analysis, the general principles of programming and territorial distribution of non-competitive R&D aid financed with EU funds.
- Issue the reports and opinions requested by the Government or by the Autonomous Communities.
