On the occasion of the works that are going to be carried out in the Registry Assistance Offices (OAMR) of the Cuzco Ministerial Complex, from 28 July 2026, the OAMR of the Ministry of Science, Innovation and Universities (MICIU) moves to the offices of the Ministry of Industry and Tourism, located in the same complex and whose entrance is through Panama Street.

On July 27, the MICIU’s OAMR will remain closed.

MICIU’s general hours of operation will be from 9:00 to 13:00 hours, except from 20 July to 25 August when the service will be provided from 10:00 to 12:00 hours.

We regret the inconvenience that these modifications may cause and appreciate your understanding.

The Registry Assistance Offices (OAMR) are citizen assistance offices to which you can go to present applications, writings and communications addressed to the Public Administrations (AA. PP), whether it is state, autonomous or local.

The services offered by the OAMR of the Ministry of Science, Innovation and Universities are as follows:

  • Registration of documents.
  • Accreditation for FNMT certificates.
  • Assistance in the use of electronic media.

The OAMR of the Ministry of Science, Innovation and Universities will attend in person, preferably by appointment.

PRIOR APPOINTMENT

If you do not have a free appointment at the OAMR of the Ministry of Science, Innovation and Universities you can go to the following OAMRs that are in the same building:

REMEMBER

  • You can only book an appointment for the same ID/Passport/NIE.
  • Only for appointments reserved for the document registration service will you be able to carry out a maximum of two procedures related to the person cited or represented.
  • If you are a legal person, you must submit your writings electronically through the General Electronic Register (REG), being bound by Law 39/2015 (art. 14).
  • To obtain the FNMT certificate, you must provide the necessary documentation to prove your identity. More information at the FNMT Electronic Headquarters.
  • For service needs, the available pre-appointment schedule may differ from the OAMR’s general schedule. In no case, without prior notice, will the appointments that have been confirmed be altered.
  • You can search for another OAMR of your interest, state, regional or local, through the Office Search.

FACE-TO-FACE

The OAMR of the Ministry of Science, Innovation and Universities is located in the Cuzco Ministerial Complex, in the P.º de la Castellana 162. 28046 Madrid.

You can register a Generic Instance on paper by downloading the Generic Instance form.

If the person making the request acts as the representative of the interested party, it must be accredited by any valid means in law that leaves a reliable record of its existence or by authorization signed by the interested party, accompanied by copies of the DNI/NIE/Passport of the represented and the representative.If you wish, you can also download the representation form.

All documentation must be delivered in A4 format, or less, and without stapling or binding.

In the OAMR, the administrative information service is not provided in person. Any request for information must be made through the telephone and written channels that the ministry puts at your disposal.

GENERAL ELECTRONIC REGISTRATION

The General Electronic Registry is the most convenient and quickest way to submit your applications, writings or documents addressed to the AA. PP, thus facilitating its efforts with the OAMR. However, the subjects obliged to relate electronically to the AA.PP, Law 39/2015 (art. 14), they must use exclusively the General Electronic Register or the Electronic Headquarters of the Ministry of Science, Innovation and Universities, for procedures within their competence.

You must have some kind of electronic identification system: DNI-e, electronic certificate or Cl@ve credentials. In addition, as your submission must be signed, it is important that you verify that you have downloaded the AutoSignature program.
