This space aims to gather the opinion of citizens, organizations and associations at two moments of the process of elaboration of a preliminary bill, draft royal legislative decree and draft regulatory standards:

  • a prior public consultation, and
  • When the normative project is drafted, a hearing and public information are held.

You can consult in the Transparency Portal the status of the processing of those normative projects for which these procedures have been completed and its publication in that portal is mandatory.

This process of participation in the development of standards is based on the following standards:

  • Article 133 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations, and
  • Article 26 of Law 50/1997, of November 27, of the Government.

This access point complies with the provisions of Order PRE/1590/2016, of October 3, which publishes the Agreement of the Council of Ministers of September 30, 2016, which provides instructions to enable public participation in the process of normative elaboration through the web portals of the ministerial departments.

Audience and public information

The purpose of the hearings and public information procedures is to obtain the opinion of citizens who have rights and legitimate interests affected by a legislative project already drafted, directly or through the organizations or associations that represent them, as well as to obtain any additional contributions that may be made by other persons or entities.
