Proyecto de real decreto por el que se regula la concesión directa de una subvención a la Fundación ONCE para la Cooperación e Inclusión Social de Personas con Discapacidad para la colaboración en actividades de divulgación y protección ocular durante el Trío de Eclipses 2026-2027-2028

This royal decree is intended to regulate the direct granting of a grant, on an exceptional basis, for reasons of public and social interest, to the ONCE Foundation for the Cooperation and Social Inclusion of Persons with Disabilities.

In the years 2026, 2027 and 2028 Spain will witness an extraordinary astronomical phenomenon: a Trio of Eclipses that will capture the attention of scientists, tourists and citizens alike. This peculiar sequence, which will happen in a relatively short period, includes two total solar eclipses, which will take place on August 12, 2026 and August 2, 2027, and one annular on January 26, 2028.

The Trio of Eclipses 2026-2027-2028 not only represents a unique opportunity for astronomical observation and scientific dissemination, but also poses security and health protection challenges that will require coordinated action by public administrations.

In accordance with article 2 of Royal Decree 686/2025, of 29 July, creating the Interministerial Commission for the preparation, organization and coordination of actions related to the Trio of Eclipses 2026-2027-2028, and establishing its composition and operation, this interministerial collegiate body is attached to the Ministry of Science, Innovation and Universities through the Secretariat of State for Science, Innovation and Universities.

The Commission aims to meet the needs identified in relation to this event and to coordinate the public action of the different ministerial departments and entities involved, both during the preparation of solar events, and during and after the occurrence of eclipses, among them, for the prevention of public health risks.

The National Organization of the Spanish Blind (ONCE) is a Corporation of Public Law, of a social nature, with its own legal personality and full capacity to act, that develops its activity throughout the Spanish territory under the Protectorate of the State, which is governed by the provisions of Royal Decree 358/1991, of March 15, which reorders the National Organization of the Spanish Blind.

The ONCE Foundation for the Cooperation and Social Inclusion of Persons with Disabilities (the ONCE Foundation), established by agreement of the General Council of the ONCE, dated January 28, 1988, and approved and qualified by the then Ministry of Social Affairs as a private charity of an assistance nature on August 2, 1988, and in which, in addition to ONCE as the founding entity, the main national organizations of persons with disabilities are integrated, has as its purpose the permanent improvement of the quality of life of persons with disabilities, in collaboration with public and private entities, through the development of actions that promote the effective inclusion and the

The State is committed to the promotion and promotion of public policies in the field of scientific and technical research and innovation, in order to generate synergies that contribute to greater efficiency and effectiveness. Thus, the State Plan for Scientific and Technical Research and Innovation 2024-2027 includes as strategic objective 7 the intensification of the social communication of science, promoting scientific culture and citizen participation.

The subsidy included in this royal decree contributes to progress in achieving the objectives of the policy exercised by the Ministry of Science, Innovation and Universities. That is why the Ministry supports these activities through instruments such as grants, in order to combine efforts to achieve the objectives of scientific and technical research, development and innovation policies.

The public participation period is open from 00:00 on June 5 until 23:59 on June 25, 2026.
