The main objective of the activity is the development of the necessary R&D services for the development of maritime rescue applications, based on the information provided by the SAR and/or V/IR satellites, which can be contrasted with the information obtained by the maritime system AIS to help interpretation of possible illegal actions. Specifically, it aims to develop the necessary technology to create a prototype that can be validated in a pre-operational situation, in different operational centers of the Public Administration concerned.

The contract is made by the CDTI in collaboration with the Ministry of Defense, through the General Directorate of Armament and Material (DGAM), under the agreement signed between the two entities on January 4, 2023, and published in the BOE on February 18, 2023, regarding the contracting of R&D services in the field of Earth observation by satellite.

It is intended to contract innovative solutions, non-existent in the market, that can solve the public needs detected by the Ministry of Defense, through the General Directorate of Armament and Material (DGAM). This contract is carried out within the framework of the Recovery, Transformation and Resilience Plan (hereinafter PRTR), approved by the Council of Ministers on April 27, 2021, and the Aerospace PERTE approved by the Council of Ministers on March 22, 2022.

This tender responds to technological challenge No. 1: Development of maritime rescue applications, based on the information provided by the SAR satellites, that can be contrasted with the information obtained by the maritime system AIS to help interpret possible illegal actions.

The value of R&D services should be the majority of the tender price.

A technological leap from TRL 3-4 to TRL 7 is required, which is an advance in the current state of the art of technologies. TRL (Technology Readiness Level) means the level of technological maturity, following as a reference scale the levels according to ISO 16290:2013.

The contract will be executed by elimination phases between adjudicators, with the possibility of multiple adjudicators in each phase.

  • PHASE I: Design of the solution. Maximum of 4 months from the conclusion of the contract to the certification of Phase I. Maximum of 3 adjudicators.
  • PHASE II: Development and testing of verification and validation of the prototype. Maximum 16 months once PHASE I has been certified until Phase II certification. Maximum of 2 adjudicators.
  • PHASE III: Pre-operational verification. Maximum of 4 months once PHASE II has been certified until Phase III certification. Maximum of 2 adjudicators.

The completion date for the execution of all services that constitute the subject of the contract will be at the latest on February 28, 2026. This, however, the evaluation and certification of phase III, could be extended, if necessary and agreed by the Team Responsible for the Contract, to the month following the completion of the execution (i.e. no later than 31-03-2026).
