The Ministry of Science, Innovation and Universities and its affiliated agencies and entities are responsible for the design and implementation of component 17 “Institutional reform and capacity building of the national science, technology and innovation system”. In addition, it is responsible for investments 4, 5 and 6 of component 21 “Modernization and digitization of the education system, including early education from 0 to 3 years”.
The health crisis has put science and innovation at the forefront as an essential lever in reconstruction plans and in the ability to respond to future crises. Therefore, through component 17, an institutional reform will be undertaken and the capacities of the State System of Science, Technology and Innovation (SECTI) will be strengthened to adapt it to international standards and to improve its effectiveness, coordination, governance and knowledge transfer. The objective is to face, in the short term, the economic and social recovery of the country and, in the medium term, that the SECTI is a key instrument to address the great challenges such as the ecological and fair transition, digitalization and the demographic challenge and that investment in R+D+I is increased and accelerated in a sustainable way and in strategic areas until reaching the European average in 2027.
Through the corresponding investments of component 21, actions of modernization and digitalization of the educational system are executed to advance to a personalized, inclusive and flexible model, adapted to the needs of each student, as well as actions whose objective is to reinforce the training of teachers through the integration of new educational techniques in the school based on the use of digital media. These investments also aim to guarantee the connectivity of the university network and the adaptation of programs and systems to new technologies and combined face-to-face and distance learning.
