Transfer of knowledge

The transfer of knowledge is one of the priority axes of action in the Spanish Strategy of Science, Technology and Innovation. The transfer of knowledge is an essential vector towards prosperity and social welfare.

According to the Guiding Principles for the Valorisation of Knowledge, set out in Council Recommendation (EU) 2022/2415 of 2 December 2022, "Valorisation of knowledge is the process of creating social and economic value from knowledge by linking different areas and sectors, and by transforming data, knowledge and research results into products, services, solutions and sustainable knowledge-based policies that benefit society." This idea involves embracing the entire research and innovation ecosystem and its increasingly diverse range of actors.

Following these premises, the Ministry of Science, Innovation and Universities is developing different initiatives to promote an ecosystem vision of knowledge transfer, with the final objective of placing Spain among the countries with the highest level of innovation, making the transfer of knowledge have an impact in terms of generating progress.

In this process, actions are contemplated that develop multidirectional and transversal links between the agents of the innovation system, through the mutual understanding of needs and objectives. This action aims to generate capacities in the different stages of the process of knowledge transfer, responding to the challenges of the strategic sectors, as well as the current sociotechnical challenges.

As part of the tasks that are being developed in this context, the General Subdirectorate of Transfer has produced different publications that allow progress in these lines of work. The following epigafe highlights different publications of studies and reports of special relevance in the transfer of knowledge, including those that have been promoted, participated or carried out by it.

Application study of sandbox approach in Singular Scientific and Technical Infrastructures (ICTS)

The study that has been carried out and whose results are presented here is born with the objective of reflecting on the applicability of the approach that characterizes controlled testing environments or regulatory sandboxes in ICTS, aiming at boosting their capacities to transfer and valorise knowledge - with special interest to the industrial fabric.

Through this report we will seek to identify the possibilities in the use of specific Scientific and Technical Infrastructures as controlled test spaces (sandboxes), addressing the barriers that may condition research and knowledge transfer. This study is part of a work that aims to explore better scenarios to facilitate the transfer of knowledge and the role that essential pieces of the innovation ecosystem play in it, in this case, the ICTS.

Negotiation of Technology License Agreements. Training manual

This manual focuses on the identification and acquisition or transfer, through licensing, of a technology that belongs to a third party under an intellectual property right. Therefore, it does not deal with any technology that, due to the expiration or loss of property rights, has become part of the public domain and, therefore, can be used freely.

Transfer and Collaboration Plan

This document presents the Transfer and Collaboration Plan: Science and Innovation at the Service of Society (hereinafter the Plan) with the aim of strengthening the links between the public and private sectors in research, development and innovation (R+D+I), to increase the socio-economic impact of public investment in research and boost the innovative capacity of Spanish companies.

From fragmentation to synergy and impact: A review of the knowledge transfer system in Czechia

The Office of the Czech Minister of Science, Research and Innovation (SRI) requested the support of the European Commission in December 2023, to support its process of reform of the Technology Transfer Offices (OTT) sector. The main challenge lay in establishing an effective institutional framework for OTT companies and aligning their operations with the needs of the Czech technology transfer ecosystem. The Czech authorities specifically asked the European Commission for the support of the Policy Support Mechanism (PSF) to provide advice and practical recommendations. The Ministry’s General Transfer Office contributed to the development of the study by urging the Czech Republic to adopt a system similar to the Register of Knowledge Offices (OTC) operating in Spain.

The European Union promotes the valorisation of knowledge as the process of creating social and economic value based on knowledge by linking different areas and sectors, covering the entire ecosystem of research and innovation. This process supports the transformation of data and information into knowledge and research results into sustainable, knowledge-based products, services, solutions and policies that benefit society. and its increasingly diverse range of actors.
