The Information System on Science, Technology and Innovation (SICTI) is created in Law 14/2011, of 1 June, on Science, Technology and Innovation under the Ministry of Science, Innovation and Universities as an instrument for data collection and analysis for the elaboration and monitoring of the Spanish Strategy for Science, Technology and Innovation (EECTI), and its development plans.
It is a joint information system of the General Administration of the State (AGE) and the CC.AA, with the participation of the ministerial departments, the councils and the state and regional agencies with actions in R+D+I. For its development, the SICTI Working Group was established in 2017, in which the different administrations and funding agencies participate. The criteria governing the exchange of information have been approved in the Scientific, Technological and Innovation Policy Council, as provided by the Law of Science.
The SICTI contains information on all the actions that are financed from the public agencies, both of the AGE and of the CC.AA. and the aid granted for projects, human resources, centres, infrastructure and equipment, etc. It also includes information on beneficiary entities and researchers, as well as projects funded by European funds. In addition, bibliometric information, patents and other forms of protection of results, licenses and contracts are available in the field of R+D+I and spin-off companies.
On the other hand, the SICTI contains all the information related to budgetary appropriations with which the AGE and the CAAC finance the activities of R+D+I.
In this way, the SICTI is constituted as the main tool to have the necessary indicators to carry out the monitoring and evaluation of public R+D+I policies, their results and impact, as well as the efficiency and effectiveness of such policies.
It also allows the identification of the different agents of the Spanish System of Science, Technology and Innovation (SECTI), both financiers and executors of R+D+I, as well as intermediate entities of management and promotion of innovation.
