What is the Spanish Qualifications Framework for Higher Education (MECES)?
The Spanish Qualification Framework for Higher Education (MECES) is the framework created to promote the mobility of higher education in Europe and international labour mobility. Its purpose is the classification, comparability and transparency of higher education qualifications in the Spanish educational system.
How is MECES structured and what is its correspondence to the European Qualifications Framework (EQF)?
The Spanish Qualifications Framework for Higher Education is structured into four levels. Each level of the MECES corresponds to the following levels of the European Qualifications Framework (EQF):
- Level 1: Senior Technician/Level 5 (EQF)
- Level 2: Grade/Level 6 (EQF)
- Level 3: Master/Level 7 (EQF)
- Level 4: Doctor / Level 8 (EQF)
What are the certificates of correspondence at the MECES level?
The MECES correspondence certificates, as indicated in Royal Decree 889/2022 (boe.es), of October 18, are defined as: The declaration of correspondence at a level of the Spanish Framework of Qualifications for Higher Education, of a degree of Architect, Engineer, Graduate, Technical Architect, Technical Engineer or University Diploma, as well as of professional and higher education degrees that at the entry into force of this royal decree would have been declared equivalent to the degree of Architect, Engineer, Graduate, Technical Architect, Technical Engineer or Diploma.
Is there MECES correspondence for approvals and equivalence declarations for foreign qualifications?
Royal Decree 889/2022, of October 18, does not establish correspondences at the MECES level of homologation credentials. The certificate of correspondence at MECES level is aimed at university degrees obtained in Spain and serves to guarantee the rights of graduates from Spanish universities abroad.
How to obtain a certificate of correspondence to the MECES of your Pre-Bologna degree?
The MECES level of correspondence can be accredited through the following channels:
- With the reference of the publication of the level of correspondence of the title in the BOE, presented jointly with the title in question. You can consult the “Catalogue of university degrees “pre-Bologna” by area” with the links to the official resolutions published in the BOE of the MECES correspondence of each degree.
- With personal electronic certification (certificate of correspondence). It is a document issued electronically through the electronic office that contains the identification data of the graduate, which accredits the academic level of the pre-Bologna degree possessed, (Architect, Engineer, Graduate, Technical Architect, Technical Engineer, Master and Diploma) that would correspond to him within the Spanish Framework of Qualifications for Higher Education (MECES), as well as in the European Framework of Qualifications (English: EQF).
