Through this procedure, complaints can be filed against the resolutions of the National Agency for Quality Evaluation and Accreditation (ANECA) on applications for accreditation for access to university teaching bodies (university professors and university professors) before the Council of Universities.
The presentation of the claims will be made through the electronic headquarters of the Ministry of Science, Innovation and Universities within one month from the receipt of the ANECA resolution.
Access to the procedure will be done with Cl@ve (clave.gob.es) or with user and password for those who do not have an identification document of the DNI or NIE type.
The claim before the Council of Universities, which will be assessed and, where appropriate, admitted to processing, will be resolved by the Complaints Commission according to the criteria established in the Agreement of May 11, 2026 of the Complaints Commission, within six months of its filing.
The lapse of the maximum period established without issuing and notifying the resolution will have a dissenting effect.
In case of disagreement with the resolution of the claim, it may file a petition for reconsideration through the electronic headquarters of the Ministry of Science, Innovation and Universities, or be directly appealed to the Contentious-Administrative Jurisdiction.
