Certificado para PYME de Alta Intensidad Inversora en I+D+i 2026

Order PJC/808/206, of 30 July, regulates the issuance of a certification for SMEs with high investment intensity in R+D+I, to accompany the submission of applications for postponement or fractionation with a guarantee waiver to the competent Delegation of Economy and Finance, identifying the entities and debts that invoke this order.

The objective is to provide the Delegations of Economy and Finance with documentation that allows them to analyze the transitory nature of the economic-financial difficulties of companies and their future viability.

The Order regulates:

• The issuance of a certification by the Ministry of Science, Innovation and Universities whose purpose will be the identification of companies with high investment intensity.
• The identification of certain documents so that SMEs covered by this field of application can present in the procedures of postponement and fractionation, with exemption of guarantee, to contribute to understanding fulfilled the requirements of paragraphs 3(c) and 5(d) of article 46 of the General Collection Regulation approved by Royal Decree 939/2005, of 20 July.
• The specification of some terms and conditions of such postponements or fractionations with exemption of guarantee agreed, where appropriate, by the competent Delegation of Economy and Finance.

The certificate may be requested for outstanding contributions in the period between 1 January 2026 and 31 December 2027 of aid in the form of a loan, granted in the following calls for aid:

• R+D+I projects «Challenges - Collaboration» corresponding to the year 2019, of the State Program of Research, Development and Innovation Oriented to the Challenges of Society, of the State Plan of Scientific and Technical Research and Innovation 2017 -2020.
• Projects of public-private collaboration corresponding to the year 2021, of the State Program to Promote Scientific-Technical Research and its Transfer, of the State Plan of Scientific, Technical and Innovation Research 2021-2023.
• Public-private collaboration projects corresponding to the year 2022, of the State Program to Promote Scientific-Technical Research and its Transfer, of the State Plan of Scientific, Technical and Innovation Research 2021-2023.
• Public-private collaboration projects corresponding to the year 2023, of the State Program to Promote Scientific-Technical Research and its Transfer, of the State Plan of Scientific, Technical and Innovation Research 2021-2023.
• Projects in strategic lines, in public-private collaboration corresponding to the year 2021, of the State Program of the State Program of Research, Development and Innovation Oriented to the Challenges of Society, within the framework of the State Plan of Scientific and Technical Research and Innovation 2017 -2020.
• Projects in strategic lines corresponding to the year 2022, of the State Program to Promote Scientific-Technical Research and its Transfer, of the State Plan of Scientific, Technical and Innovation Research 2021-2023.

Las Pequeñas y Medianas Empresas (PYME) de alta intensidad inversora en I+D+I.

Order PJC/808/2026 of 30 July, specifying certain aspects of the procedure for the postponement and fractionation of the guarantee exemption payment to small and medium-sized enterprises with high investment intensity in R+D+I, for the loan quotas of certain calls the state programs of research, development and innovation oriented to the challenges of society and to promote scientific-technical research and its transfer.

The deadline for submitting applications is one month from the 1st of the month following the publication of this order.

The order was published on August 1, 2026 and therefore the beginning of the period allowed for the submission of applications comprises between September 1 and September 30, 2026.

The application is made through the electronic headquarters of the Ministry of Science, Innovation and Universities.
