The Ministry of Science, Innovation and Universities and its attached agencies and entities are responsible for the design and implementation of component 17 "Institutional reform and capacity building of the national science, technology and innovation system".
The health crisis has put science and innovation at the forefront as an essential lever in reconstruction plans and in the capacity to respond to future crises. For this reason, this Component will undertake an institutional reform and strengthen the capacities of the State Science, Technology and Innovation System (SECTI) to bring it into line with international standards and to improve its efficiency, coordination, governance and knowledge transfer. The objective is to address, in the short term, the country's economic and social recovery and, in the medium term, for the SECTI to be a key instrument for tackling major challenges such as a fair ecological transition, digitalisation and the demographic challenge, and to increase and accelerate investment in R&D in a sustainable manner and in strategic areas until reaching the European average in 2027.
Component 17 "Institutional reform and capacity building of the national science, technology and innovation system" forms part of the pillar of smart, sustainable and inclusive growth including research, development and innovation (article 3.c, Regulation 2021/24); the allocated resources of the Resilience and Recovery Mechanism amount to 3,456,685,000 euros to implement a total of 3 reforms and 9 investments.
