Directorate-General for Planning, Coordination and Knowledge Transfer
Directorate General of Planning, Coordination and Knowledge Transfer exercises the following functions:
- The coordination of plans and strategies to be developed in the areas of science, innovation and universities.
- The elaboration, planning, coordination and monitoring of the Spanish Strategy for Science, Technology and Innovation (EECTI) and of the actions of the General Administration of the State in the field of promotion and coordination of R+D+I.
- The secretariat of the EECTI Monitoring Committee, as well as the Coordinating, Monitoring and Evaluation Committee of the State Plan for Scientific and Technical Research and Innovation (PEICTI).
- Administrative support to the Scientific, Technological and Innovation Policy Council, the Advisory Council on Science, Technology and Innovation, the Spanish Research Ethics Committee and the collegiate bodies, as well as the elaboration of the rules relating to the functions, organization and operation of these, where appropriate.
- The development and management of the Information System on Science, Technology and Innovation (SICTI).
- The development and management of the Integrated University Information System (SIIU).
- The implementation of activities and reports to monitor and evaluate the University System, its strategies, plans and programs, as well as the preparation and promotion of studies and reports on teaching, research, transfer of knowledge of universities and innovation and improvement of the quality of university education.
- The coordination of SICTI and SIIU, as well as the establishment of guidelines for the development of the necessary indicators for the management, monitoring and evaluation of the Spanish System of Science, Technology and Innovation (SECTI) and the Spanish University System (SUE).
- The planning, promotion and coordination of department statistics, open data policy and the reuse of public sector information.
- The planning, promotion, implementation, dissemination and dissemination of activity reports, monitoring and evaluation, indicators and surveys on the SECTI, its annual or multiannual programmes of action and the Spanish Strategies and PEICTI, as well as the SUE.
- The direction, promotion, planning and development of state policies to promote the exchange and transfer of knowledge.
- The management of the Registry of Knowledge Transfer Offices.
- The management of the Register of Technology Centers and Technology Innovation Support Centers at the state level.
- The promotion and coordination of activities to promote scientific research and culture aimed at the transfer of knowledge, as well as the promotion of knowledge by citizens of this transfer activity developed by the scientific community.
- The promotion of the training and professionalization of the actors of the SECTI, as well as the SUE, in the field of the social valorisation of knowledge.
- The promotion and development of strategies for the economic transformation of the territory based on knowledge, in the field of research and universities.
- The reinforcement of the programs in the field of universities of incorporation of talent to the company.
- The development of instruments and mechanisms to attract public and private funds.
- The promotion of transversal collaboration between key agents of the transfer ecosystem, including public-private collaboration and the transfer of knowledge to and between public administrations, as well as technological platforms.
- The promotion and promotion of the promotion of valorisation and the exchange and transfer of knowledge in the field of public research bodies and universities and the incorporation of talent in the company, especially SMEs.
