Directorate General for Planning, Coordination and Knowledge Transfer
The Directorate General for Planning, Coordination and Knowledge Transfer performs the following functions:
- Coordination of plans and strategies developed in the fields of science, innovation and universities.
- Preparation, planning, coordination and monitoring of the Spanish Strategy for Science, Technology and Innovation (EECTI) and of the actions of the General State Administration in the field of promotion and coordination of R&D&I.
- The secretariat of the EECTI Monitoring Committee, as well as the Committee for Coordination, Monitoring and Evaluation of the State Plan for Scientific and Technical Research and Innovation (PEICTI).
- Administrative support to the Council for Scientific, Technology and Innovation Policy, the Advisory Council for Science, Technology and Innovation, the Spanish Committee on Research Ethics and the collegiate bodies, as well as the drafting of regulations relating to their functions, organisation and operation, where appropriate.
- The development and management of the Information System on Science, Technology and Innovation (SICTI).
- The development and management of the Integrated University Information System (SIIU).
- The performance of activities and reports for the monitoring and evaluation of the University System, its strategies, plans and programmes, as well as the preparation and promotion of studies and reports on teaching, research, knowledge transfer activities of universities and innovation and improvement of the quality of university education.
- The coordination of the SICTI and the SIIU, as well as the establishment of guidelines for the development of the indicators required for the management, monitoring and evaluation of the Spanish Science, Technology and Innovation System (SECTI) and the Spanish University System (SUE).
- The planning, promotion and coordination of department statistics, open data policy and the reuse of public sector information.
- The planning, promotion, preparation and dissemination of activity reports, monitoring and assessment, indicators and surveys on the SECTI, its annual or multi-year action programmes and the Spanish Strategies and the PEICTI, as well as the SUE.
- The management, promotion, planning and development of state policies to promote the exchange and transfer of knowledge.
- The management of the Register of Knowledge Transfer Offices.
- The management of the State Register of Technology Centres and Technological Innovation Support Centres.
- The promotion and coordination of activities to promote scientific research and culture aimed at the transfer of knowledge, as well as encouraging awareness amongst citizens of this transfer activity performed by the scientific community.
- The promotion of the training and professionalisation of the stakeholders of the SECTI, as well as the SUE, in the area of the social awareness of knowledge.
- The promotion and development of knowledge-based strategies for the economic transformation of the territory, in the field of research and universities.
- The strengthening of university programmes to attract talent to the company.
- The development of tools and mechanisms to attract public and private funds.
- The promotion of cross-cutting collaboration between the key stakeholders of the transfer ecosystem, including public-private collaboration and the transfer of knowledge to and between Public Administrations, as well as to technological platforms.
- The promotion of awareness and the exchange and transfer of knowledge in the field of public research bodies and universities and attracting talent to companies, especially SMEs.
