Technical General Secretariat

The Technical General Secretariat, which comes under the Undersecretariat, is responsible for the following:

• The preparation and proposal of the department's regulatory plan and the coordination and promotion of its implementation.
• The study, report and, where appropriate, drafting of the appropriate regulatory projects to be issued or proposed to the department, as well as their administrative processing, with the exception of the procedures for public consultation, hearing of interested parties and public information provided for in Article 26 of Law 50/1997, of 27 November, of the Government, which will correspond to the competent management centres.
• The preparation of reports on regulatory projects of other departments.
• The preparation, reporting and assistance to the heads of the Ministry, the Secretary of State for Science, Innovation and Universities and the Undersecretariat of Science, Innovation and Universities in relation to matters to be submitted to the Council of Ministers, to the Delegated Government Commissions and to the General Commission of Secretaries of State and Undersecretaries.
• Actions related to the publication of administrative provisions and actions of the department and of the affiliated institutions and bodies in the “Official State Gazette”.
• The actions resulting from the participation of the department in the Committee for Monitoring Provisions and Actions of the Autonomous Communities and the coordination of the actions of the different governing bodies of the department relating to the transfer of functions and services to the autonomous communities.
• The processing and proposed resolution of administrative appeals filed against the department's actions and, in the absence of express attribution to another body, those filed against its autonomous bodies.
• The processing and proposed resolution of property liability claims against the department and, in the absence of express attribution to another body, those made against public bodies attached to the Ministry, provided that the head of the department is responsible for their resolution.
• The processing and proposed resolution of the procedures for ex officio review and declaration of injury, when they refer to the department’s actions.
• The processing and proposed resolution of the procedures for exercising the right of petition.
• Relations with the courts for the purpose of sending cases and documentation requested, the receipt of notices and preparation for the implementation of judgements, notwithstanding the provisions of current regulations on representation and defence in court of the State and other public institutions.
• The follow-up of preliminary matters and contentious procedures with the European Union that affect the department’s remit, as well as its representation in inter-ministerial commissions and bodies in relation to the Court of Justice of the European Union, when this is not expressly assigned to other governing bodies.
• The management of citizen assistance provided through the Citizen Information Centre and the online services developed to this end.
• The functional coordination and publication of digital content on the online portal.
• The organisation and management of the department's registration assistance offices.
• The management of complaints and suggestions for the services provided by the department, through the Complaints and Suggestions Unit.
• The proposal of the department's editorial programme, the creation and edition of compilations, publications and other materials by the department and, where appropriate, their distribution and sale.
• The organisation and management of the department's libraries and documentation centres.
• The exercise of the function of the department's Transparency Information Unit.
• The coordination of departmental initiatives in the area of open government.
• The coordination and supervision of the data protection policy in compliance with the applicable regulations in this area, within the remit of the department.
