General Secretariat of Universities
The General Secretariat of Universities exercises the functions of:
The development of university policy, in coordination with the Council of Universities.
Monitoring the overall quality of the academic activities of the Spanish university system, both public and private, and proposing actions and policies for permanent improvement of university quality.
The development of participatory processes that are considered necessary for the promotion of university policy.
The planning, coordination and evaluation of the lines of action of the programs in the university field.
The elaboration of proposals for general provisions in the areas of its competence.
The organization, programming and management of the actions that are the responsibility of the General Administration of the State in the field of higher university education.
The management of operational programmes co-financed by European Union funds, within the scope of their competences.
The strategic direction of the Autonomous Agency Universidad Internacional Menéndez Pelayo (UIMP), the Autonomous Agency National Agency for Quality Evaluation and Accreditation (ANECA), and the Autonomous Agency Spanish Service for the Internationalization of Education (SEPIE).
The promotion of student mobility within the European Union through the design, planning and, where appropriate, management of national action programmes or participation in the design and planning of European action programmes, through SEPIE, in collaboration with the Ministry of Education, Vocational Training and Sports within the scope of its competences.
The promotion of mobility in the international extra-community field of students and university graduates in coordination with other specialized agencies and institutions, through SEPIE.
Technical assistance in the field of higher university education to the General Subdirectorate of Institutional Relations and International Coordination, as well as participation in the international forums that the General Subdirectorate determines.
The direction and management of state actions in the field of digitization of the Spanish University System.
And in particular, those attributed to their respective dependent governing bodies:
General Subdirectorate of Institutional Relations, Collegiate Bodies and Relations with Students at the University Level.
General Subdirectorate for Monitoring the Academic Quality of the University System.
National Office of Academic and Professional Recognition of Foreign University Degree (NARIC).
