The Undersecretariat of Science and Innovation is generally entrusted with the following functions:
- The ordinary representation of the Ministry.
- The institutional relations of the department with public and private agencies and institutions, without prejudice to the powers attributed to other bodies.
- Support for the person in charge of the Ministry and the higher and executive bodies of the department in planning and coordinating the Ministry's activity, through corresponding technical advice.
- The preparation and coordination of the department's general plans for regulations, budgetary policy, personnel and remuneration, assets, buildings and infrastructure, information and communication technologies, economic programming and budgetary control.
- The promotion, coordination, support and oversight of the department's activities to draft general provisions, as well as the formalities related to their publication.
- The direction, promotion and management of functions related to the processing of the affairs of the Council of Ministers, Delegated Government Committees and the General Committee of Secretaries of State and Undersecretaries.
- The promotion and coordination of relations of the Ministry of Science, Innovation and Universities with jurisdictional bodies, with other departments of the General State Administration, with delegates and sub-delegates of the Government and with the other peripheral bodies
- The direction of the inspection function over services, agencies and centres reporting to the department, especially with regard to the personnel, procedure, economic framework, facilities and control of their effectiveness, as well as assistance to the Ministry in the functions of controlling the activity of the department, performing those that make it possible to assess the functioning, effectiveness and performance of the Ministry's personnel and services.
- The management of administrative services, their rationalisation and computerisation, administrative information and documentation and the handling of matters not within the remit of other bodies at the department.
- The coordination of the department's actions in the area of gender equality, including the exercise of the functions of the Ministry's Equality Unit, as provided for in Article 77 of Organic Law 3/2007, of 22 March, for the effective equality of women and men, and pursuant to Royal Decree 259/2019, of 12 April, regulating the Equality Units at the General State Administration.
- The coordination of the department's actions in the area of inclusion of personnel with disabilities, including the exercise of the functions of the Ministry's Unit for the Inclusion of Personnel with Disabilities, as provided for in additional provision fifteen of Royal Decree-Law 6/2023, of 19 December, approving urgent measures for the implementation of the Recovery, Transformation and Resilience Plan in the area of public justice service, public service, local government and patronage.

- General Subdirectorate for Economic Management.
- General Subdirectorate for Economic Management.

- Chief Officer's Office.
