The Under-Secretariat for Science and Innovation performs, in general, the following functions:
- The ordinary representation of the Ministry.
- The institutional relations of the department with public and private bodies and entities, without prejudice to the competences attributed to other bodies.
- Support to the head of the Ministry and to the senior and managerial bodies of the department in the planning and coordination of the activity of the Ministry, through the corresponding technical advice.
- The elaboration and coordination of the general plans of the department in terms of regulations, budgetary policy, personnel and remuneration, heritage, real estate and infrastructure, information and communication technologies, economic programming and budgetary control.
- The promotion, coordination, support and supervision of the department ' s general provisions development activities, as well as the efforts related to their publication.
- The direction, promotion and management of the functions related to the processing of the affairs of the Council of Ministers, Government Delegated Commissions and General Commission of Secretaries of State and Under-Secretaries.
- The promotion and coordination of the relations of the Ministry of Science, Innovation and Universities with the jurisdictional bodies, with the other departments of the General Administration of the State, with the delegates and subdelegates of the Government and with the other peripheral bodies.
- The direction of the inspection function on the services, agencies and centres dependent on the department, especially in terms of personnel, procedure, economic regime, facilities and endowments and control of their effectiveness, as well as the assistance to the Ministry in the functions of control of the activity of the department, carrying out those that allow to evaluate the operation, effectiveness and performance of the personnel and services of the Ministry.
- The management of administrative services, their rationalization and computerization, administrative information and documentation and the dispatch of matters not attributed to the competence of other organs of the department.
- The coordination of the actions of the department in the field of gender equality, including the exercise of the functions of the Equality Unit of the Ministry, as foreseen in article 77 of Organic Law 3/2007, of March 22, for the effective equality of women and men, and in accordance with Royal Decree 259/2019, of April 12, regulating the Equality Units of the General Administration of the State.
- The coordination of the actions of the department in the field of inclusion of staff with disabilities, including the exercise of the functions of the Inclusion Unit of staff with disabilities of the Ministry, as foreseen in the fifteenth additional provision of Royal Decree-Law 6/2023, of 19 December, approving urgent measures for the implementation of the Plan of Recovery, Transformation and Resilience in the field of public service of justice, public service, local regime and patronage.
