The Council of Managers of National Antarctic Programmes (COMNAP) is an international association formed in 1988 by the coordinators and planners of Antarctic activities in each country, generally known as "National Antarctic Programmes". Its purpose is to develop and promote best practices in the management of scientific research support in Antarctica, as well as to reinforce the implementation of the recommendations of the Antarctic Treaty Consultative Meetings (ATCMs).
COMNAP is one of three observers to the ATCM and, drawing on the experience of national Antarctic programmes, provides objective, practical, technical and non-political advice to the Antarctic Treaty Consultative Meeting.
COMNAP has expert groups in environment, safety, air operations, navigation, medicine, energy and technology, training and outreach. Furthermore, it develops its own projects to ensure best practices in Antarctica.
COMNAP is currently made up of 32 Members, including Spain (since 1990) and five observer programmes.
