Creation or recognition of a university

The approval of Royal Decree 905/2025, of October 7, amending Royal Decree 640/2021, of July 27, on the creation, recognition and authorization of universities and university centers, and institutional accreditation of university centers, and other related standards of equal rank, reinforces the requirements that must be required for the creation of a new public university or the recognition of a private university. The objective of this standard is to guarantee the overall quality of the Spanish university system, and with it all universities perform with quality and excellence the functions entrusted to them by society. In order to ensure the homogeneity of the basic criteria and evaluation mechanisms of the different quality agencies that can participate in this procedure, thus guaranteeing both academic rigour and transparency in the analysis of the overall quality of the university project presented, as well as equal opportunities for all the entities promoting it regardless of the territory in which they present the project, by virtue of the above, the General Conference of University Policy, through its Delegate Committee, held on March 23, 2026, has approved the document of general bases of the procedure and of the criteria of evaluation of the memories for the creation or recognition of a university.
