Governance

The reform of the Act contains a series of measures to promote co-governance between administrations so that research and innovation talent can be developed from any part of the country:

  • For the first time, it defines the Map of Unique Scientific and Technical Infrastructures (ICTS), in which both the Government and the other administrations that have a share in ownership can invest.
  • It creates a new system of general coordination for scientific and technical research: Supplementary Plans between the state and the autonomous communities. These consist of eight research programmes in eight strategic areas that will mobilise €445 million until 2025, of which the Ministry of Science, Innovation and Universities will contribute €285 million. The aim of these Supplementary Plans is to promote science and innovation as levers for transformation throughout Spain.
  • It sets out the scope of the Research Ethics Committee, including scientific integrity and responsible research. The Committee is also a collegiate body.
