The Instituto de Salud Carlos III (ISCIII) is a national and international reference body in biomedical research and public health that carries out the following functions:
Promotion of research aimed at protecting and improving health, financing research of excellence and highly competitive through the Strategic Action in Health of the State R+D+I Plan.
Structuring of research in the field of the National Health System (SNS), through its national reference centers, research institutes, foundations, networks, consortia and platforms of scientific-technical services.
It manages, develops and offers to the State as a whole scientific and technical reference services for the prevention and control of communicable and non-communicable diseases, environmental health, biological products and those potentially dangerous to public health.
It offers scientific and technical advisory services to inform decision-making in health technologies and health services in the SNS.
It develops educational programs aimed at the SNS as a whole, and provides services of health information and scientific documentation.
It is attached to the Ministry of Science, Innovation and Universities through the General Secretariat of Research. It is functionally dependent on the Ministry of Health for carrying out its activities in the areas of health, planning and health care and, in coordination with the Ministry of Science, Innovation and Universities, on those other applied research activities when transferred to the SNS. For the realization of the rest of the activities it will depend functionally on the Ministry of Science, Innovation and Universities.
