Equality policies in R+D+I

The Law of Science, Technology and Innovation and the State Strategy of Science and Technology and Innovation 2021-2027 contemplate gender equality in research and innovation in its two aspects:

  1. To achieve real and effective equality of treatment and opportunities between women and men at all levels and in all areas of the science and innovation system.
  2. Mejorar la integración de la dimensión de género en las políticas, programas y proyectos de I+D+I.

Las políticas de igualdad en el sistema de ciencia, tecnología e innovación se centran en:

  • Make visible and disseminate: access to figures and statistical data to know the state of the matter; and scientific dissemination actions with researchers and innovators as referents to awaken STEM vocations among girls.
  • Transform and promote: access to measures, actions and resources to eradicate inequalities between women and men in R+D+I, accelerate progress towards real and effective gender equality, and integrate the gender dimension into the content of science and innovation.

The principles that guide these actions are:

  • inspiration from international agreements and the EU's framework for action,
  • participation, coordination and work with all interest groups,
  • stable and strengthened equality structures for science and innovation,
  • responsabilidad de las instituciones de I+D+I en la promoción de la igualdad, y
  • rendición de cuentas de todo el sistema español de ciencia e innovación.

Gender equality in the Law on Science, Technology and Innovation is considered from the intersectionality and the promotion of diversity and is concretized in:

  • Composition with gender balance in organs, councils and committees regulated by law, and evaluation and selection bodies.
  • Cross-cutting incorporation of the gender perspective in the Spanish Strategy of Science and Technology and the State Plan of Scientific and Technical Research.
  • Datos desagregados por sexo e indicadores de género en el Sistema de Información sobre Ciencia, Tecnología e Innovación recogerá.
  • Mechanisms to eliminate gender biases in selection and evaluation procedures for research personnel and the granting of grants and subsidies. They will also take into account, among others, situations of risk during pregnancy, maternity, custody for the purposes of adoption, foster care, risk during lactation and paternity.
  • Gender Equality Plans in Public Research Agencies.

III Strategic Plan for Effective Equality of Women and Men (PEIEMH) 2022-2025

The promotion of equal treatment and opportunities, at all levels, must be extended to all areas in which knowledge is generated and, in particular, to the research and university field.

Knowledge of reality is essential to be able to take appropriate decisions, aimed at modifying the conditions that lead to inequalities. It is also a tool that makes the role of women visible.

It is necessary to promote knowledge of the reality of women, as well as the balanced presence between women and men in these areas, thereby promoting equality.

To this end, the III PEIEMH is currently the main instrument of the Government to guide the changes that are needed in the achievement of real effective equality between men and women as foreseen in article 17 of Organic Law 3/2007, of 22 March for the effective equality of women and men.

Its objective is to ensure an economic reconstruction that places at the heart of economic policy the reduction of social inequalities and the eradication of poverty throughout the territory.

To this end, it defines 4 intervention axes, which are broken down into 20 lines of work, 49 specific objectives, 141 operational objectives, all instrumentalized through a total of 676 action measures:

  • Axis 1. Good governance.
  • Axis 2: Economy for life and fair distribution of wealth.
  • Axis 3: Towards the guarantee of lives free of male violence for women.
  • Axis 4: A country with effective rights for all women.

IV Plan for Gender Equality in the General Administration of the State and in the Public Bodies linked or dependent on it

The adoption of Organic Law 3/2007, of 22 March, for the effective equality of women and men, was a milestone in the elaboration of active policies on equality, through the specific provision of equality plans aimed at achieving real equality between women and men, as well as resolutely combating all manifestations of discrimination, direct or indirect, on the basis of sex.

In compliance with article 64 of Organic Law 3/2007 of March 22, the Fourth Plan aims to eliminate the inequalities that may persist, promoting a balanced presence at all scales and categories, and ensuring effective equality of treatment and opportunities for personnel in the service of the General Administration of the State and the Public Agencies linked or dependent to it.

The Fourth Plan has 68 measures, 29 of which are common to all ministerial departments and are therefore applicable to the Ministry of Science, Innovation and Universities and the Public Bodies in its field.
