EECTI 2021-2027, as a reference framework for the preparation of the EICTIs and regional strategies, will be subject to annual monitoring and evaluation in two phases: a mid-term mid-term evaluation and a final evaluation one and a half years after its completion.

By agreement of the Council of Ministers at the meeting held on the nineteenth of October of two thousand and twenty-one, the creation of the EECTI Monitoring Committee was approved, which aims to carry out the annual monitoring of the EECTI, identify the strategic areas in which Spain presents strengths in the field of R+D+I, as well as propose the adoption of the necessary measures to guarantee adequate governance, and collaborate in the fulfillment of the system of monitoring and evaluation of the Strategy.

This Committee is composed of representatives of the ministerial departments and their financing agents, of the CC.AA., of the implementing agents of the R+D+I of both the public and private sectors and of civil society, thus collecting representation of the quadruple helix.

To carry out its functions, it will have the support of the SICTI Committee, which will elaborate the methodology of evaluation, determining the quantitative and qualitative indicators that will be used for the review of the Strategy and will allow to adapt the design of the State Plans towards compliance with the specific recommendations of the Country Report formulated by the European Commission to Spain in the field of R+D+I.
