Spanish Science, Technology and Innovation System

As defined in Act 14/2011 on Science, Technology and Innovation, the Spanish Science, Technology and Innovation System (SECTI) is made up of all public and private coordination, funding and implementation agents and their relationships, structures, measures and actions for the promotion, development and support of R&D&I policy in Spain.

The SECTI is governed by the principles of quality, coordination, cooperation, efficacy, competition, transparency, internationalisation, evaluating results, equal opportunities and accountability.

Governance in EU R&D&I policies

The European Union's research and innovation policies and programmes are designed by the European Commission (EC), together with the Member States, and advised by the European Research Area Committee (ERAC).

The EU also has the European Strategy Forum on Research Infrastructures (ESFRI) to develop research policies.
