Incentive Plan for Spanish participation in Horizonte Europa

The objective of this Plan is to promote Spanish participation and leadership in European R&D&I programs by optimizing the use of available resources, according to the priorities, strengths and interests of our country.

The Plan includes the main measures that will be managed by the funding agencies of the Ministry of Science, Innovation and Universities and that are aimed at improving and facilitating the participation of the national science and innovation system in Horizon Europe.

These actions include the coordinated and structured use of financial aid and also specialized services by agents specifically dedicated to help increase success in the proposals, such as the State Research Agency (AEI), the Center for Industrial Technological Development (CDTI), the Carlos III Health Institute (ISCIII) and the European Office of the Spanish Foundation for Science and Technology (FECYT).

The Plan includes a set of actions that will be financed by the State Plans for Scientific and Technical Research and Innovation. In total 26 measures structured in four main axes will be implemented, which will carry out the following activities:

  • Promotion of R&D&I management networks.
  • Promotion of scientific and technical research with the capacity to participate in European programmes and in the European Research and Innovation Councils.
  • Support for the presence of personnel of the Spanish System of Science, Technology and Innovation in the European institutions and their participation in training programs in areas of interest.
  • Participation in the Communication Plans established at the state and regional level to connect science and society, valuing the capacities of the Spanish system at the international level.

In this context, Spain will promote the alignment of State and regional aid and its synergy with European funds, as well as Spanish leadership and presence in the decision-making areas of the Community structure in the field of R+D+I.

With all this, we want to increase the success rates of the Spanish proposals, both of the new entities that participate for the first time in European programs and of those that already have experience. To measure the success of the Incentive Plan, the following indicators are selected:

  • To lead at least 17% of the total of the projects financed in competitive calls of Horizon Europe.
  • Ensure that at least 2,800 actions of the EU Framework Programme are coordinated by Spanish institutions.
  • Increase the intensity of participation in Horizonte Europa activities, going from 10% returns in the H2020 to reach 11% in the whole of Horizonte Europa.
  • Obtain a success rate of approved and funded proposals of at least the average obtained by EU countries.
