Civil servant researcher on the scales of Public Research Bodies
A PhD or equivalent degree is required to apply for the position of civil servant research staff on the scales of Public Research Bodies.
Spanish nationals, European Union nationals and their spouses, foreign nationals included in the scope of international treaties concluded by the European Union, and foreign nationals residing lawfully in Spanish territory at the time of appointment or signing the contract may apply. The tests may be held in English for foreign candidates.
The selection process is based on the assessment of the curriculum vitae of the researchers: merits related to research activity, experimental development, knowledge transfer and innovation, and the suitability of the skills and abilities of the candidates for the characteristics of the vacant positions.
Most selection bodies will be formed by personnel external to the Public Research Body of the specific vacant position. These bodies may include Spanish or foreign nationals, whether or not they have a service relationship with the Public Research Body and regardless of the type of relationship, who may be considered professionals of recognised standing in research, experimental development, knowledge transfer or innovation in the field in question.
- Scale of Tenured Scientific Staff (R3). Functions involving scientific or technological research activities.
- Scale of Scientific Research Staff (R4) High-level functions within the different activities constituting the specific purpose of the Agency.
- Scale of Scientific Research Staff (R4). Particularly demanding functions of special responsibility within the different activities that constitute the specific purpose of the Agency, with specific research work of particular relevance.
Evaluation by research merits (five-year periods)
Evaluation based on activities and tasks carried out in the fields of research, technological development, leadership, management and transfer of knowledge in Public Research Bodies over a period of five years.
Research staff may apply for evaluation when the call for applications is announced at the end of each year.
A positive evaluation will affect remuneration, determining the amount of the specific allowance component referred to as the "research merit component". Under no circumstances may it exceed the amount corresponding to the result of having obtained six favourable evaluations.
The evaluation takes into account the activities and tasks carried out in the fields of research, technological development, leadership, management and knowledge transfer.
The Scientific and Technological Activity Performance Evaluation Commission is the official body attached to the General Secretary of Research, created by Royal Decree 310/2019 of 26 April, whose main purpose is to evaluate the performance of the scientific and technological activity carried out by the civil servant research staff of Public Research Bodies.
The commission seeks the advice of members of the scientific community through advisory committees. The commission seeks the advice of members of the scientific community through advisory committees. The members of the advisory committees are proposed by the chair of the commission, after consultation with the directors of the public research bodies, from among civil servant research staff with at least ten years of accredited seniority in the scientific scales.

Evaluation by research activity (six years)
Evaluation based on research activity carried out throughout a professional career, evaluated every six years.
This evaluation is managed by the National Commission for the Evaluation of Research Activity (CNEAI) of the National Agency for Quality Assessment and Accreditation (ANECA), an entity attached to the Ministry of Universities.
Research staff may apply for evaluation each year in the corresponding call for applications.
Having successfully passed the evaluation, a tranche of this component is acquired and consolidated in the productivity allowance, up to a maximum of six. In addition, a scientific excellence tranche is also automatically acquired in the specific allowance.
