State Plan for Scientific and Technical Research and Innovation (PEICTI)

The Spanish Strategy for Science, Technology and Innovation (EECTI) is developed within the General Administration of the State through the State Plan for Scientific and Technical Research and Innovation (PEICTI), of a multiannual nature, in which its scientific-technical and social priorities are established.

The State Plan 2024-2027 defines 19 specific objectives with a matrix vision in which 12 objectives are addressed through vertical programs and 7 are addressed through transversal programs and framework conditions, which operate across the entire PEICTI.

Annual Action Programs (PAA)

The Annual Action Programs (PAA) are the operational planning tool that collects all the budgetary resources and the timetables provided for the financing of R+D+I in Spain.

Each year, an action programme is drawn up that integrates all the aid provided by the different R&D&I agents within the General Administration of the State, in order to achieve the objectives defined in the current State Plan for Scientific and Technical Research and Innovation (PEICTI). These specific programs are developed by the funding agents attached to the Ministry of Science, Innovation and Universities and the units of the sectoral ministries involved.

Plans to promote science and innovation

The Ministry of Science, Innovation and Universities in its continuous work of promoting and promoting science and innovation develops specific plans for improvement. Some of these plans are, the Shock Plan for Science and Innovation, whose objective is to contribute to science and innovation leading the solutions to the COVID 19 crisis; and the Plan of attraction and retention of scientific and innovative talent to Spain, whose primary purpose is to retain, recover and attract scientific and innovative talent to Spain.

Evaluation Plan of the Ministry of Science, Innovation and Universities

The Evaluation Plan is developed within the framework of the MICIU Evaluation Committee and has the following scope and delimitation:

  • It is the Evaluation Plan of the EECTI and the PEICTI, and in this context, the public R+D+I policies that are implemented to comply with the objectives of both the Strategy and the state plans that develop it are evaluated.
  • It is the Evaluation Plan of the MICIU, so it incorporates the evaluation activity that is carried out in the bodies and agencies financing R+D+I dependent on the Ministry, which evaluate the programs (or actions) they finance. The funding bodies are the State Research Agency (AEI), the Center for Technological Development and Innovation (CDTI), the Carlos III Health Institute (ISCIII) and the Spanish Foundation for Science and Technology (FECYT).
  • It also incorporates the evaluation of the Spanish University System (SUE) since it is a competence of the MICIU, including the evaluation of the activity of the ANECA, as an organ dependent on the Ministry.

Horizon Europe

The Incentive Plan elaborated within the framework of the Spanish participation in the Horizon Europe program, Framework Program of Research and Innovation of the European Union, aims to promote the Spanish participation and leadership in the European R+D+I programs by optimizing the use of available resources, according to the priorities, strengths and interests of our country.

Strategic Grant Plan (PES)

In accordance with the provisions of article 8 of Law 38/2003, of November 17, General of Subsidies, the Strategic Plan of Subsidies is the plan in which the organs of the Public Administrations or any entities that propose the establishment of subsidies specify the objectives and effects that are intended with their application, the time necessary for their achievement, the foreseeable costs and their sources of financing, subject in any case to the fulfillment of the objectives of budgetary stability.
