PERTE for Avant-garde Health

The PERTE for Avant-Garde Health is a large national strategic program focused on health innovation. It aims to improve the health system and health protection, while strengthening the industrial fabric and economic growth through science, innovation, technology and digitalization.

Avant-garde Health is linked to the development and implementation of digital products, procedures and solutions that allow personalized attention and address new health and social challenges.

It includes an ambitious investment and reform agenda that encourages public-private collaboration, with approaches such as precision medicine, advanced therapies, digitalization and artificial intelligence. In addition, it identifies five key factors for success: strengthening health R&D&I, modernizing the industry, transferring knowledge, coheding the territory and training current and future professionals.

Strategic objective 1: Personalized medicine

This strategic objective aims to promote the equitable implementation of Personalized Precision Medicine, which represents a substantial transformation in both clinical practice and public health policies. The potential of having individual genomic and molecular information, and having the capacity to integrate it with clinical information and other social and environmental factors, will improve the diagnosis, treatment and prevention of diseases, as well as contribute to the transformation of health systems and their sustainability, proposing more effective solutions oriented to specific characteristics of citizens.

Strategic objective 2: Development of advanced therapies and other innovative drugs

The so-called advanced therapy drugs include gene therapy, cell therapy and tissue engineering and are the paradigm of therapeutic innovation oriented to the needs of each patient, specially designed for each of the people suffering from a disease. For its manufacture, biological starting material (cells and tissues) is used, which is obtained from the patients themselves, or from donors, for its subsequent transformation through biotechnological techniques. Among the applications of this new type of medication are the treatment of cancer through the use of the so-called CAR-T, or gene therapies for patients with rare diseases, among others.

Strategic objective 3: Development of data spaces in health and data analysis and exploitation tools (AI)

The third objective involves the development of an innovative data system that allows the collection, integration and analysis of data from multiple sources (clinical information, environmental exposure, genomic and multiomic information, etc.). So they can be used to improve prevention, diagnosis, treatment and prognosis of each patient, and research aimed at improving health.

Strategic objective 4: Digital transformation of healthcare

The Digital Health Strategy of the National Health System (SNS), approved by the Interterritorial Council of the SNS, constitutes the frame of reference for the development of the different initiatives and actions of digital transformation of health care included in this PERTE, promoting that the SNS addresses this transformation in a harmonious and coordinated manner, and in conditions of cybersecurity.

Transverse Line 1: Development and strengthening of the capacities of the SNS for clinical research

This transversal line focuses on the creation and strengthening of the scientific tissue and platforms and support systems for clinical research within the SNS.

Transversal line 2: Innovation and industrial strengthening

This transversal line aims to develop and strengthen the industrial fabric through the incorporation of innovation of high added value.

Transversal line 3: Collaboration and coordination for the transfer

The virtual distance between scientific production from the academic sphere and industrial companies is one of the reasons why there is a decoupling between the scientific and industrial powers in Spain. It is necessary to generate a tool that allows to resolve that distance by integrating the different capacities in a single legal space.

Transversal line 4: Territorial cohesion

El potencial transformador de la I+D+I debe alcanzar a todo el sistema sanitario. Este criterio de equidad y cohesión territorial a través de la I+D+I se incorpora de forma transversal en diferentes actuaciones del PERTE. In addition, some instruments developed within the framework of the PERTE specifically promote collaboration and synergies with the CC.AA.

Transversal line 5: Training

The PERTE Health de Vanguardia incorporates in a transversal way among its objectives the articulation of training programs that facilitate the acquisition of the necessary competences to address innovative developments in health.
